It’s actually a faked tilt-shift lens effect done in Photoshop. Here is a website that explains it and has tutorials on how to do it too!

Very cool. I have to admit, I’m completely stumped: I can’t tell if this is an actual photo of the life-size scene or if it’s a miniature. How in the world did you do this?
